November 8, 2022 General Municipal Election
Elections in the City of El Monte are held in even-numbered years and in accordance with established City Ordinances and other legal provisions.
Like many other cities, El Monte has transitioned from at-large elections to district-based elections, which split the City into multiple City Council Districts of roughly equal population. Through District-based elections each City Councilmember will be elected directly by residents of their own City Council District. The Mayor, City Clerk and City Treasurer, will continue to be elected at-large.
The 2022 General Municipal Election for the City of El Monte will be for the following:
For One (1) Mayor Elected At-Large from the Entire City | Full term of two (2) years |
For One (1) Council Member of the City Council for District 2 | Full term of four (4) years |
For One (1) Council Member of the City Council for District 3 | Full term of four (4) years |
For One (1) Council Member of the City Council for District 5 | Abbreviated Two (2) year term |
For One (1) Council Member of the City Council for District 6 | Full term of four (4) years |
For One (1) City Clerk Elected At-Large from the Entire City | Full term of four (4) years |
For One (1) City Treasurer Elected At-Large from the Entire City | Full term of four (4) years |
GETTING STARTED INFORMATION:
Registered voters residing in the City of El Monte please be advised that the Nomination documents for the upcoming election shall be available no earlier than Monday, July 18, 2022, and no later than Friday, August 12, 2022 at 5:00 p.m., pursuant to Elections Code Section 10220, 10224 & 10407, at the City of El Monte, City Clerk’s Office, located at 11333 Valley Boulevard, El Monte, California 91731, between the hours of 7:00 a.m. and 5:30 p.m. Nomination documents must be filed at the office of the El Monte City Clerk’s Office no later than 5:00 p.m. on Friday, August 12, 2022.
Although the City Clerk’s Office is closed for business on Fridays along with all other City Hall Offices, the City Clerk’s Office will be open on Friday, August 12, 2022, between the hours of 7:00 a.m. and 5:00 p.m. for the sole purpose of issuing and accepting candidates’ nomination papers for the aforementioned Consolidated General Municipal Election. Prospective candidates and members of the public are further advised that the City Clerk’s Office is not open on Saturdays, Sundays or any holiday observed by the City pursuant to Section 2.68.010 of the El Monte Municipal Code.
Pursuant to Elections Code Section 10225, if nomination documents for an incumbent are not filed by 5:00 p.m. on Friday, August 12, 2022, the nomination period shall be extended until 5:00 p.m. on Wednesday, August 17, 2022. Furthermore, if the number of persons who have been nominated to a particular office or category of offices elected at large does not meet the number to be filled, such office(s) may be filled by appointment in the manner prescribed by Elections Code Section 10229, provided any and all statutorily mandated conditions for making such an appointment are first met.
BALLOT MEASURE:
On Monday, August 2, 2022, the El Monte City Council voted unanimously to place a ballot measure on the upcoming November 8, 2022, ballot. The ballot measure which, if approved by simple majority of votes cast at the upcoming City Election, would increase the City's existing transient occupancy (hotel/motel) tax from 10% to 14%. Please review Resolution No. 10384 and the Notice of Ballot Measure found below in the Election Supporting Documents Section for more information on the ballot measure.

October 10 – Mailing of Vote by Mail Ballots by the County
October 18 – Mailing of Official Sample Ballot Booklets by the County
October 24 – Last day to register to vote for this election
November 8 – ELECTION DAY
November 8, 8:00 P.M. – Last day for VBM ballots to be received or turned in personally by the voter at any polling place in the County.
