General Unit
On March 9, 1982, the Service Employees International Union (SEIU), Local 721 was certified by the City Council as the majority representative of employees in the General Employees Unit. Accordingly, the City recognizes the SEIU, Local 721 as the exclusive representative of the employees in said Unit for the purpose of meeting its obligations under the Meyers-Milias-Brown Act (MMBA), Government Code Section 3500, et seq., and the Employment Relations Resolution when City rules, regulations or laws affecting wages, hours or other terms and conditions of employment are amended or changed.

General Mid-Management Unit (GMMU)

The El Monte Police Officers’ Association is the recognized employee organization for all sworn non-management employees employed in the Police Department of the City of El Monte.

The El Monte Police Mid-Managers’ Association is the recognized employee organization for all sworn mid-management employees employed in the Police Department of the City of El Monte.
