The
Accounting Division of Finance records, summarizes,
and reports all the financial transactions of
the City. Its staff of four clerical and five
professional employees pay all the City's bills,
pay the employees, bill and service almost 3,500
water customers, monitor all the City's grants
and employee benefits, prepare the City Budget,
Consolidated Annual Financial Report (CAFR), and
numerous other reports.
Most
importantly, it maintains a written record of
all these transactions in a correct and understandable
format, so that the City Council, management,
city departments, auditors, and interested parties,
agencies, and other governments can know exactly
where the City is financially and where it is
headed. Since we handle the taxpayers' money,
we have a fiduciary responsibility to the citizens
of El Monte in the proper spending and accounting
for those funds. Accounts Payable prepares nearly
9,500 warrants with a volume of $35 million per
year. Payroll pays over 600 employees (full and
part time) on a semimonthly basis, with a volume
of $22 million per year.
We
prepare and distribute monthly budget comparisons
of expenditures to the various departments to
keep the City finances on track. Annually the
firm of Lance Soll and Lunghard performs an extensive
audit of our City's financial records and internal
controls and gives their written report to Management.
This report has been extremely favorable in past
years with very few corrections and an "unqualified
opinion" as to the quality of the City's
financial records by the auditors. The Finance
Department was recently recognized by both the
California Society of Municipal Finance Officers
and the Government Finance Officers Association
with awards for outstanding financial reporting
for the Fiscal Year 1999-2000. |
